There is a growing regional organization responsible for bringing millions of dollars annually into the Fort Smith area and it’s not the Fort Smith Convention & Visitors Bureau — although the bureau manages well its efforts.
Officials with the Fort Smith Juniors got the green light Tuesday night (Feb. 2) from the Fort Smith Board of Directors — the board approved a minor zoning variance — to proceed with plans to convert the former Best Buy store near the Hampton Inn into a “multi use, quasi indoor sports facility.”
The facility, according to Travis Stephens, will be retrofitted to support the expansion of the Fort Smith Juniors (FSJ) — the growing regional organization that has proven its ability to bring thousands of volleyball player, parents and fans to Fort Smith from seven states.
ECONOMIC, REGIONAL IMPACT
In 2009, more than 170 teams participated in the Battle at the Fort, producing an estimated economic impact of $2.49 million. Just this past weekend, 37 teams were in Fort Smith, although 84 were registered to attend. Snow and icy weather prevented the other registered teams from attending. This upcoming weekend (Feb. 6-7), Battle at the Fort will host 76 teams in the 10-14 age range.
FSJ is a regional organization. The club has 15 teams, with approximately 140 girls that drive from Alma, Charleston, Fort Smith, Greenwood, Lavaca, Mansfield, Paris and Van Buren. The club also has a player from McAlester, Okla.
Speaking before the city board, Greg Hale said the 15-year old organization is not solely interested in supporting tourism development. He said nine girls who were FSJ members recently received college scholarships to play volleyball. Also, all the members of the Southside High School volleyball team that won the 2009 state championship were FSJ members.
“We feel like we were a part of this,” said Hale, who serves as the vice president of club development for FSJ.
BEST BUY RETROFIT
The about 36,000-square-foot Best Buy building, which was vacated in November 2008 when the company moved its operation to the Fort Smith Pavilion mall off Phoenix Avenue, is an ideal spot to add volleyball courts, Stephens noted in an e-mail interview with The City Wire.
“Currently, FSJ uses the public schools’ gyms for practices. However, they are only available after the school’s sports teams and various school functions aren’t occupying them. Because of the growth in popularity of volleyball in this area we are maxed out on practice times and team capacity,” Stephens explained.
Property owner Bennie Westphal has agreed to let the FSJ use facility rent free, but FSJ is responsible for internal improvements and to pay utilities. Also, if a national tenant wants to move in, FSJ as to vacate the building.
“Given the economy and the space available (in Fort Smith), FSJ volleyball is hoping it will be a while before another national tenant comes calling,” Stephens said. “If it weren’t for Bennie Westphal’s desire to see amazing things take place for the youth of this community none of this would be possible.”
TOURNAMENT EXPANSION
Stephens said the FSJ will “spend a significant amount of money” to install four volleyball courts that can be used for practice and to expand the annual Battle of the Fort tournament. Also, Jessica Patterson of Extreme Athletes will use some of the space to offer speed and agility training for people of all ages.
Stephens said the Best Buy building could add up to 32 teams to the annual Battle at the Fort.
TOURISM SUPPORT
Claude Legris, executive director of the Fort Smith Convention & Visitors Bureau, said the FSJ effort is “a perfect example” of how a few business leaders and “some volunteer parents” can improve tourism in the region.
“I applaud the volleyball people for their creativity in using venues that we have available to us, and I applaud Bennie for making this kind of thing possible,” Legris said.
Legris added to Hale’s note to the city board about this being more than just a tourism project.
“What we all have to keep in mind with this is that it’s not just to entertain the children. We often hear that we’re doing something for the children. Well, the Fort Smith Juniors really are. ... These girls are competing for and winning major scholarship money,” Legris said.

Water has always been my weak spot....well, one of them. I admit that I have many. It's funny how the same symptoms apply for both ends of the spectrum, in regards to how we respond to certain stimuli. For those who are not paranoid, that doesn't mean someone is not out to exploit you.....and for the paranoid, just because you are paranoid doesn't mean that no one is out to get you......Rent free until a big renter comes along, that could be the day after the Juniors put their hard work into the building.

Everyone is going into the deal with their eyes wide open. When folks look a gift horse in the mouth when it isn't even their gift or horse, I wonder what they are drinking. I have never seen a bunch of yahoos as crazy as the conspiracy theorists on the Wire. Have you all ever considered therapy or maybe some drugs of some kind? At least some bourbon and branch? Chill dudes! Enjoy life. Have a good laugh, spend time with people you like, if such exist, and be grateful that the needs of the volley ball kids are being met for now.

These young women with athletic prowess,beauty and brains deserve more than temporary quarters for now. The fact that the Juniors have been around for as long as they have deserves consideration when this community's leaders, movers and shakers establish priorities. Women's volleyball should be the anchor sport for Fort Smith, not baseball. A suitable Riverfront Arena for the sport and other indoor athletics and events would be the ideal. Though,perhaps a renovation or adaptation at the Convention Center would be more cost effective as well as promotional. Let's build on what we already have to make it self-sustaing, then go from there.

For the record, the FS Juniors approached Mr. Westphal with the idea. But I will also say that it didn't take much convincing due to his strong desire to see great things happen in our community.
We understand the risk involved. However given the economic times and the excess empty retail space available throughout the area FSJ is taking a calculated risk that it will be a while before another national size tenant comes calling on this particular location. Life is giving us economic lemons and we are doing our best to make some Lemonade.
You are free to see whatever you want to see. But whatever that is will be a reflection on your own heart. As for us, we are just going to be thankful and enjoy the opportunity and celebrate what this means for the youth of Fort Smith.

You could pave the streets of Fort Smith with Gold and some people would complain. Someone would want to know who was gonna pay to keep it shinny? And others would be afraid to use them cause they might be seen on them.
We will never make everyone happy, not even gonna try. BUT this move of the FSJ and the building owner is a great thing. Sure it won't last forever, but look at the potential it has for bringing in dollars to our economy not to mention a place the girls can proudly call home.

Recycle buildings - it's a good thing
First: I think this is a great example of creative, innovative thought in action. Recycling unused buildings makes good sense. IMO, an empty unused building, while it might in some way be an asset to its owner, is a liability for the community. And if it is a liability to the community, it is inevitably, a liability to its owner.

Perhaps the perception does not do justice to the facts but my perception is that there is an abundance of big empty buildings around FS that have been in such a state for, again perception kicks in and says, a long time. Perhaps the facts, though, will prove my perception wrong (certainly wouldn't be the first time).
In any event, how can these empty buildings throughout FS be elevated up into once again being viable assets to the community? Possibly a brainstorming group could form up around this question and come up with some bright and viable win/win ideas.
When I lived in the Tampa Bay area I did some work on a project that was a rennovation and refitting of a mall that had earlier gone by the boards. The mall was probably close to twice the size of Central Mall. The whole mall was being redesigned to be this huge business complex wherein a diversity of business would set up shop and share common amenities e.g., gymnasium, indoor tennis courts, swimming pool, indoor "hiking trails" and "bike trails", incredible food court with incredible variety of healthy food (great food, I ate there frequently while on the job). Of course, there was also a baber shop, hair salon, spa and more incorporated into the plan too. As the company I worked for did commercial door installations we came onto the project late in the game and already there were many businesses that had located in this new complex. Oh yeah, they also had this super high tech security system in place throughout the building as well as the parking lot. FYI: this was in 2000.

My heart supports the girls 110%. However I would rather be wrong looking at things without rose colored glasses. If I am wrong to be negative, the worst to result would be more positive. Whereas if one dwells on the feelgood view of things while denying detrimental realities which could ruin everything I think that would be irresponsible.....Just be careful and err on the side of caution. I think that is more prudent, that's all.
Also, life is not what is giving us economic lemons. Irresponsible leadership is to blame.

The old BB building is basically being volunteered free of charge for practice and small events only requiring 4 courts. Big tournaments will still need to be held at the CC or new phoenix CC.

I have not been in the newly remodeled Phoenix Expo but unless they put in some drop ceilings I would think volleyball would work. The old Venture building had high ceilings just like the Best Buy building. It should work in just about any big box building.
This whole project is a GREAT use of an otherwise empty big box and will hopefully inspire better usage of existing facilities.

My volleyball contacts tell me that the ceiling in the old Phoenix Mall is 6" too short for tournament play. It cannot be raised and the rules for certification by the powers that be require the additional 6". Too bad. It would otherwise be a great venue. VB is big business and we need to provide facilities so this community can participate. Geezers have grandkids and they come to see them play. They spend money in restaurants and hotels. They come, they spend, they leave money. Great business model.
