guest commentary by Ivy Owen, executive director of the Fort Chaffee Redevelopment Authority
The New Year promises more positive economic development accomplishments especially here at Chaffee Crossing.
The most recent achievements include the progress of Mars Petcare, a state-of-the-art pet food plant scheduled to open later this spring. Mars will boast the only LEEDS certified manufacturing plant in Arkansas. This means the building has been designed using the latest in environmentally sound standards.
In addition, two local companies announced expansions at Chaffee Crossing, PRADCO Outdoor Products, Umarex, USA AND Graphic Packaging. The total capital investment for the three projects exceeds $147 million with more than 400 new jobs being created.
On the heels of these achievements is the hopeful announcement of another large new industrial complex that will employ more than 300 people. News from this project is expected within 30 days. All of this activity points to continued job growth for the area. City Administrator Dennis Kelly pointed to Chaffee Crossing as one of the things that helped draw him to Fort Smith. Having this type of open acreage available for immediate development makes Chaffee Crossing a tremendous asset to the city and the entire region.
In order to support the new industrial jobs being created, Fort Chaffee Redevelopment Authority (FCRA) officials are working with University of Arkansas at Fort Smith Chancellor Paul Beran to fund the construction of a building at Chaffee Crossing to house training programs for the new jobs created at Chaffee Crossing.
REUSE PLANNING
Having more than 4,700 acres of property available for development presents a challenge to provide a current, common sense approach to land use planning. To accomplish this, FCRA commissioned a Rogers, Ark., firm to develop a new land re-use plan for Chaffee Crossing.
The new plan will be reviewed by FCRA board members, employees and other local economic development officials. The final plan will be considered by the FCRA Board for approval at a meeting later this spring. The new plan will serve as a guide for the future development of Chaffee Crossing and will ensure the development of a first class mixed use community for the western Arkansas and eastern Oklahoma region.
MUSEUM DISTRICT
A commercial and retail district has emerged at Chaffee Crossing with a museum sector including the Chaffee Barbershop Museum, located in the building where Elvis Presley received his first Army haircut in March 1958. The barbershop section of the museum is an exact replica of the 1958 barbershop where the King of Rock-n-Roll lost his precious locks. Other museums include the Enchanted Doll Museum and the Vietnam Vets Museum. New commercial and retail development is forthcoming and will include new restaurants, retail stores and tourist attractions for the district.
Two neighborhoods are under construction at Chaffee Crossing with a third residential development just approved. The addition of this residential growth will encourage more development in all sectors.
The Chaffee Crossing Wetlands Mitigation Bank is nearing reality. The application is in the hands of the U.S. Corps of Engineers for its review. The initiation of the Wetland Mitigation Bank will provide a mechanism for developers to mitigate wetlands so that local development won’t be delayed and will ensure that wetlands will be permanently preserved for recreational use. The bank will also provide needed additional capital for FCRA to continue its infrastructure construction at Chaffee Crossing as well as other needed improvements.
PORTS, PARTNERSHIPS
All regional entities are working together to establish a Regional Intermodal Authority that will oversee the research and development of a regional port for the area. We are confident that the location of this port will benefit everyone within the region.
FCRA looks forward to 2009 and all it has to offer. We look forward to working with cities of Fort Smith and Barling, Sebastian County, the Fort Smith Regional Chamber of Commerce, the Arkansas Economic Development Commission and other cities within the region. Together we will be able to provide the results that we are all hoping for and expecting.
We invite local citizens to visit Chaffee Crossing to explore all the new changes that are occurring. You will be pleasantly surprised!

The reporter forgot to mention the rude, ignorant moderator comment regarding "funerals" as well a the deliberately assigned questions from the audience.
Water has always been my weak spot....well, one of them. I admit that I have many. It's funny how the same symptoms apply for both ends of the spectrum, in regards to how we respond to certain stimuli. Natural water sources turn me rigid - my mind goes cloudy, my muscles are taut, and an uncontrollable tremble takes over.
We haven't heard much from him with regard to the verdict in his DWI trial last week. Perhaps it did not go as he planned?
I have been watching these Boards and occasionally commenting for the last year or so. Its great that everyone is free to express their opinions and for that we should thank God we live in this country. However, the expression of opinions is usually negative, which gets old sometimes. Can we make a deal? How about everyone of the regulars on this Board reply to this Blog
am i the only person who
am i the only person who misses a lot of the context of these guest articles? i have no idea what fort chaffee is, or what the fort chaffee redevelopment authority is. perhaps an article on that would be a good way to attract readers unfamiliar with the seedy underbelly of fort smith politics?
somebody should talk to the chaffee crossing guys about their web site. that thing is ghettofied.
Your turn...Mr. Ivy(tobeknownas MI)
Well MI, its your turn in the barrel...lets hope all my buddies join me. We need to kick more ass. Maybe you can help your new buddy downtown...that floridian! Talk about kicking ass!
They tell me your "for real"...which is refreshing in ol'FS. That you are a professional who really knows what your doing. Yet I wonder. Have never really trusted anyone from Mississippi or Louisiana...its the ca...jun thing,if you know what I mean.
For example, they told me real professionals didn't talk about real prospects until they were ready to announce. And isn't that really a small business...only 300 people? You know, Pitch said that about those two barge companies a little over a year ago, and now they are both closed. I guess he was even running one after he left the chamber for what-ever-reason. Maybe Mike Carter knows.
Man, Whirlpool has gone from 4500 to 1500 literally overnite and M. claims they might shut down when the Sears contract ends next year. Gee, we have a long way to go...just to catch up. We haven't even talked about Rheem and all the related suppliers!
MI, you must have a bus somewhere around out there...you used one to show that out-of-touch congressman(man this is fun)around a week ago today. You look real good when your dressed up! In any case, find a couple and you and Sanders could conduct guided tours around the crossing...as well as the rest of ol'FS on weekends this spring.
My wife and I drove around out there a week ago and got lost a few times and couldn't even find Elvis' barbershop. It is exciting to realise the potential out there. Why ol' Jerry Stewart could even be the tour conductor...that is now that his board has figured out to hire a competent, experienced guy. Like you.
Sanders was only temporary out there but it took him six years to teach them a modern selection process. Either he's a slow teacher...or they are really slow students. He did succeed...now he and his wife need to teach other boards how to really hire good people and things will start to improve. You see MI, as you know, you just have to kick ass at times.
Getting back to the tours. Do you really have a current plan? We couldn't find a major artery other than Chad's st. How are all those people going to get to work when all those new plants open. And the trucks! Where's the rail? You need money like everyone else. We'll let b & q work on that.
Anyway, after you, Sandy and Jerry finish the tours our good people will understand how exciting this will be...will understand the normal growth pattern of the future ol'FS...and the kids will have a place to play. Its called the county park. A couple young fellers even have a plan for that...although Trav confuses us at times. He seems to be for all of them. No wonder he lost the election.
Hang in there MI and kick some ass when you have to...there is plenty to go around! In the meantime ol' trap is getting out of Dodge...some vacation in florida, a long cruise...drink some of brandan's stuff and chase women...but I'll be back. M. and his buddies will take care of things.
Man, Moseley might even write another column. Then hang on to your hat. You newcommers don't really know it...but when Jack gets hot...he's hot! He really smokes...has even gotten into trouble in the past. but thats true of all of us. Isn't it MI.
See ya in a month or so.
Well versed
Moname Trap. I wish I knew half of what you knew around here. You lose me every now and again but I'll catch up.
Glad I'm not the only one
I need a guide to the esoteric references. Fun read, but sometimes it's like a Dennis Miller joke when you don't know half of what he said.
Hey Folks!
Get a grip, not a gripe. It is because because it is. The folks that will make a nickle are the ones that call the shots. Ivey will be here another 15 to 18 months, then the folks that want to turn nickles into dimes will run his a** off.
