Greenwood voters reject millage increase

More than 58% of those who voted in the Greenwood special election Tuesday (Mar. 9) voted against a millage increase to fund a new elementary.

According to the unofficial (not yet certified) tally, the vote was:
FOR: 959
AGAINST: 1,360

Greenwood Public School District Superintendent Kay Johnson said Tuesday night the vote was more likely a vote about current economic and political sentiment rather than a vote against the school district.

“Obviously we’re disappointed, but the people of Greenwood have always been supportive of our school, but they have real concerns about the economy at this time,” Johnson said. “I really think this was less of a vote against the school and more a statement about the economy and and the political environment of our nation right now. ... We knew it was a difficult time and felt we had a unique financial opportunity and believed we had a obligation to present that to the voters.”

Officials with the Greenwood Public School District were hoping to gain voter approval of a 2.8 mill increase that would pay to build a third elementary facility for the district. A new 80,000-square-foot building was expected to cost $14.2 million and would house up to 750 students. The money would come from $12 million in “Qualified School Construction Bonds” and $2.2 million from a state grant. The low-interest qualified bonds are part of the federal stimulus package and their availability will expire at the end of March.

A new elementary would relieve the overcrowding at East Hills Elementary and Westwood Elementary, according to District Superintendent Kay Johnson. She said 300 students would be moved to a new elementary if it was opened today.

The Fort Chaffee Redevelopment Authority recently donated 22 acres at the northwest corner of Chad Colley Boulevard and Massard Road for a new elementary school for the Greenwood District. The FCRA on Feb. 18 also set aside an additional 28 acres to be held for five years for a proposed intermediate Greenwood school. The land will be subject to a first right of refusal, meaning that if the FCRA gets an offer on the property, the Greenwood School District will have an opportunity to buy the land or let it go.

A flyer produced by the school district showed that the owner of property appraised at $200,000 will pay an extra $9.33 a month — or about $112 a year — if the millage increase would have gained voter approval. An owner of property appraised at $100,000 would pay an extra $56 a year.

Johnson said the school district can seek another millage increase in 2011 for the 2012 school year. That would be a decision for the school board, Johnson said.

I believe was part of the message during this vote. And please don't try to come back with the lame arguement that this Greenwood vote wasn't about taxes.

It'll cost the school district a lot more taxpayer's money if the school district can't use that free land. In the long run, voting this millage in now would have saved them money.

Of course it will cost more money later on but maybe it won't. Maybe, just maybe we start getting responsibility back in our ruling bodies and find that we don't necessarily have to rape the taxpayer as bad or as often. Maybe there is a way to expand without lining someone's pockets on the way. I seriously doubt the free land and free utilities (which you forgot to mention) are really free. I wouldn't be at all surprise to find out that some group or entity has a lot to gain by encouraging this school of questionable need to be built. Two things are sure in life, death and taxes. The land was free, the utilities were free,no body was lining their pockets (you are so negative),this was an extremely responsible, well thought out, conservative and constructive use of OUR tax money. It was a once in a lifetime deal. Let's see, 2% on $14,000.000 of our federal tax money for 30 years vs 5-6% for $20,000,000 in five years for 30 years, which one makes sense?? It figues out if we had (too late) passed the millage we would have saved at a minimum $10,000,000 over 30 years probably a whole lot more. If we started on the school today it would be at least 2 years and maybe 3 before could move in. If we wait 2 or 3 years to pass a millage (which we will have to do or be taken over by the state) it will cost us approximately $30,000,000 more. Let's get this straight, I hate taxes, but this was a no brainer. I would have paid $58.00 more a year to educate the next generation. In 3 to 5 years I will probably have to pay $150 to $200 more a year because of this mistake. If it takes 2 years to build a school (which it does minimum)we are talking about not having a new elementary online until 2017 or 2018. The state has projected ( and I think this is conservative)that with our current growth rate we will add 1000 more students in that time. The school we wanted to build would hold 600 students max. Where do we put the other 400 kids? We are already behind the 8 ball. How many things do you know that are cheaper today than they were 10 years ago?? Not too darn much(except the equity in my home). In addition the trust was going to GIVE us another 22 acres to build a Middle school on later which would take care of the other 400+ kids. If you, can figure out how we can stop having kids, please let me know. Our generation dropped the ball AGAIN on this one.
As for Term Limits, you can term limit anyone you want at the ballot box. Problem is no one will get out and vote. Just want to whine and blame everyone else. Free land and utilities? Give some thought as to why someone would donate those things. Could it be that the development that would ensue would let those good ol charitable boys recoup the free investment many many times over? Bet the cost of those "free" investments (let's call them what they are and cut the BS) gets cranked in to the selling price calculations several times. Spin that is all the free claim is.

Sorry to hear about your equity loss. Bet you had to make some either/or choices and eliminate some expenses maybe. Too bad you couldn't just go out and raise taxes like the political goons do. But I'll bet if they knew what was going on in our corrupt and greedy political environment today they sure as hell would be for term limits. Well done. When this project was looked at logically, there were few negatives to it. The positives certainly outweighed them.

There are no maybes to it, it will cost Greenwood taxpayers more later. Greenwood needs a new elementary school, correct? By voting down this millage, Greenwood will not be able to use the low interest bonds or the free land. So when Greenwood is forced to build a new school in a few years, they will have to pay for the land as well as the building.

As for term limits, they create more problems than solutions. By the time an elected official figures out how to do his job effectively, he is term limited out. This part of the state was better off with Bumpers and JP Hammerschmidt than the parade of one and two term pols we keep electing.

Wow, now I know why they have consistantly elected Gomer and Guber to the city council of Greenwood and they fight like cats and dogs and are a laughing stock thoughout this region. I don't know where you get the idea that the Greenwood School District belongs to the CITY of Greenwood. It is the Greenwood PUBLIC School District of Sebastian County Arkansas. The district encompasses an area from the Oklahoma State line on the west,north to Hwy 22, East to the Logan County line, South to Dayton. A couple hundred square miles that The CITY of Greenwood makes up just a small part of.I believe that the residents of Rye Hill, Dayton, Washburn, pay just as much in taxes (or more in some cases) as the residents of Greenwood City proper,and have just as much right to the schools for their kids as the residents of Greenwood. I can tell that by the article by bigdipper that they are a real dip and really all they want to do is bash the Board and especially Dr. Johnson who has done an admirable job of trying to inform the public of the FACTS of this election which you apparately know nothing about. Many countless hours of debate, research, soul searching, meetings (both public and board)have been had. I can tell from your rant that you were at none of them. The BOARD asked for a millage increase 2 years ago to build a new school and due to economic conditions they understood when it failed. The economic part has not changed since then but the situation with the schools has. We are in dire distress for space at the elementary level. They are reorganizing the schools to help with this problem, but the district is still 38,000 square feet out of line with the State Education Department minimum. Hello portable buildings!!! Duh !! If the Department puts our district in physical distress, then we are forced to do what they want us to do as opposed to what WE want to do or worse case they could come in and force us to consolidate with Fort Smith,how are you going to like that?? The Board has seached and searched for property that would meet the need for a new school and the costs have been outrageous.The fastest growing area in the district is the northwest section. How do you justify putting a 5 year old on a bus at 6:30 in the morning for a 30-45 minute ride to a school in Greenwood when they live at Blackstone Ranch, Williamson Place, Riley Farms, Spring Mountain ect.. The Developers as you call them are the Fort Chaffee Public Trust which is an enity that is TRUSTED by the government to return this land to the PUBLIC domain. No TAXES have been collected on this property since the 1940's.This is FREE land that does not cost the district a DIME!! All of the NEW land of Chaffee Crossing that is in the Greenwood School District (not to be confused with the City of Greenwood or the City of Fort Smith)has now started generating tax revenue for the GREENWOOD SCHOOL DISTRICT. All developement in this area will benefit the GREENWOOD SCHOOL DISTRICT and no one else. Best guess is the land is worth $1,000,000 if not more.Yes a Developer has offered to pay for the utilities to the property to enhance the value of his developement BECAUSE IT IS IN THE GREENWOOD SCHOOL DISTRICT!!! and this would have saved the district tens of thousands of dollars to run the utilities to this FREE Land. It would have been two blocks from a major interchange on the new I49. Massard will eventually come to Greenwood as a bypass and how smart would this school look then??? If Greenwood doesn't want to grow, and remain the small town they all love that is fine and I understand but don't punish the rest of the district. No one knew until late in October that the Q Bonds ($12,000,000 we were approved for $18,000,000 but it was decided we only needed the $12,000,000 plus the FREE $2,000,000 state money to build the school)would be available and we had a deadline to get the milage approved to pay for them by March 30th. Again you didn't bother to check the facts and know the circumstances. Well I have vented enough and nothing will change the outcome now.
I guess in a couple of years we will be forced by the State Board of Education to have a 6 mill increase and I will be paying $200 more a year in property taxes (than the $75.00 I would have paid with the failed millage I would have paid a couple of years ago)to pay for the new $20,000,000 dollar school on the $2.5 million dollar swamp land with the $1,000,000 dollar utilities that supply the great Greenwood water. My wife said she loves the 2 hour wait in traffic getting to the new school as it gives her time to put on her make up, do her hair and nails and the kids to do their homework before she goes to her new job in Fort Smith on the New Massard Bypass. How blind could the board and Dr. Johnson have been to not see what a great deal this was and why would they ever have had the forsight to not see that saving the GREENWOOD SCHOOL DISTRICT MILLIONS OF DOLLARS back then could cost us so much more today. Gee, now who's the dipstick dip. Just the facts please!!

Given the outcome of the vote, the school districts should agree to realign their boundaries to more closely reflect city boundaries.

As a result, the Fort Smith district would get the property taxes from the high growth areas of Chaffee, Riley Farms, Rye Hill, etc, it needs to sustain itself longterm.

Meanwhile, Greenwood school district serves fewer students and doesn't have to concern itself with either putting up more taxpayer money to build schools or being absorbed by Fort Smith school district (as the above commenter speculates), thus remaining the small, sleepy, 96% white folk town they want to be.

If you want the voters of Greenwood to pass a millage increase to build a school just couple it with an upgrade to a sports facility and it will pass without a Nay vote!!

Where do we go from here?

I would like to say, wake up school board and Kay Johnson. It is very apparent that Greenwood residents are not agreeing with your approach to a new elementary school. First of all, why are we catering to developers who are really only looking out for their pocket books by offering this land to Greenwood. Of course it will bring more buyers to this area, but why do we need to develop property so far from Greenwood? You need to consider properties in close proximity to our existing campuses. It is totally,if I may say NUTS to build almost in Fort Smith. And I beleive that the voters have expressed just that! Please understand that we know we need schools. It is just that we want our schools within reasonable distances from our homes and where we work. I would venture to say that if this millage was voted on with the school being located closer to what is already existing, it would have passed. Why are we even being tempted to go to Chaffee Crossing? Wake up and quit blaming the economy on your inability to discover what the people of Greenwood want and need. I know that it was said that a public meeting about this issue would only confuse everyone. I really think you just didn't want to here anything contrary to what you had already decided was best for us. If you want what is best for us, the people of Greenwood, give us a chance to voice our oppinions and concerns. Things like, what would the traffic be like if we build at Chaffee Crossing. Can you imagine what a turmoil that would be? We do remember what was said last failed election and that was "we don't have the money for a special election, we will just have to wait until the general election comes around. What do you call what we have just had? And yes I have heard your excuses for going ahead with a special election. Just don't tell us that you can't and then turn right around and do just the opposite. How much has been spent now trying to get what you want rather than what we really need? Near Our Homes

This attitude is curious. The writer wants the school near OUR HOMES. What is that? Is it the city limits of Greenwood? The city of Greenwood is not the Greenwood school District. Why can't that be understood? Why are Greenwoodians so parochial? Would they agree to give all the Chaffee property that is in the Greenwood School District to the Special School District of Fort Smith? I am sure that the FS district would like to have that tax base of those expensive homes in Riley Farms. Greenwood has a great school district unfortunately the citizens don't match up in quality to their schools. NO SCHOOL TAXES WITHOUT A SCHOOL....IT IS TIME FOR REVOLUTION!!!

I'm sure the FS school district would love to have that property as part of their district. If the fine folks of Greenwood don't want it and their school district can't afford adequate classroom space to meet the needs of the area, by all means give it to Fort Smith.

Retrospect

Looking back it should be learned that before the effort and expense of ballot issues are wasted on the "voters lottery" that more research is needed.

It is old hat to promote voter approved projects with which to facilitate overpriced land sales or award contracts to political supporters and obtain short-term reelection votes while saddling the community long-term.
The Fort Smith convention center is an example of short-term gain morphing into long term loss.

Similar scenarios play out everywhere. A simple web search is quite telling.

And remember, when the city hires consultants, analysts, etc. to support the latest pet projects, the city will get what is pays for.....YES MEN. The consultants will tell their clients what they want to hear, just like the politicians will tell the voters what they want to hear embellishing the "truth?" along the way. They will tell us we need it even if we don't want it.

So whose wisdom should prevail? That is the question.

I know it's off-topic but today's C&H Tire ad was too much. They put Hitler mustaches on Mayor Baker and the city board members and called them Nazis.

Calling them Nazis diminishes the evil perpetrated by the actual Nazis. It demeans the memory of the MILLIONS killed by the actual Nazis. Nazis didn't push for hamburger taxes and convention center taxes. Nazis killed MILLIONS. Nazis tortured MILLIONS. Visit the concentration camps. Visit the Holocaust Museum.

As somebody who lost family members fighting the actual Nazis, I will never do business with C&H Tire again. I encourage others to boycott the business too.
