Womack consultant has mixed political past

One of the consultants to Rogers Mayor Steve Womack's campaign for the 3rd Congressional District is just two years removed from being forced to resign as Speaker of the Oklahoma House of Representatives.

Lance Cargill, a partner in Harrah, Okla.-based J.C. Partners, ran for the  Oklahoma House of Representative in 2000 and defeated a 12-year Democrat incumbent. In 2004, he became the leader of the House GOP political team and was part of the effort which won the first GOP majority in the Oklahoma House in more than 80 years.

Womack recently hired Cargill and Jessica Caswell, the other half of J.C. Partners, to help with campaign strategy and marketing for his bid for the 3rd Congressional District.

But Cargill’s time at the top was limited. In January 2008 he resigned as House Speaker  following revelations of his repeated delinquencies — six consecutive years of late payments in once case — in paying property taxes.

At the time, Cargill apologized for the tax delinquencies, saying he alone was “irresponsible” in the matter.

The resignation preceded an August 29, 2008 public reprimand by the Oklahoma Ethics Commission related to Cargill’s redirection of campaign checks related to the Oklahoma GOP “Victory Fund.” The checks were intended for a statewide effort, but were instead sent to the Oklahoma County Republican Committee to support specific candidate campaigns.

“Simply put, this is a case of the redirection of campaign contributions intended for one party committee, to another, contrary to the intent of the donors. It resulted in the contributors being made to support candidates against their conscience and in violation of several provisions of the Ethics Rules, which are designed to safeguard campaigns in Oklahoma,” the commission noted in its ruling.

Cargill was then criticized for attempting to use his House Speaker postage privileges after he resigned to send apology letters to his constituents, according to this report by the Tulsa World.

Contacted on Monday, Womack said he was unaware of any problems with Cargill’s past. Womack said Cargill and Caswell have a “limited-scope relationship with the campaign,” and he talks to Cargill about once a week. When asked about Cargill’s past, Womack said he was not “going to make a knee jerk reaction on some allegations” without first visiting with Cargill.

Womack also said Cargill “created a revolution in 2004” in Oklahoma and suggested that past problems could have been the result of political opponents hoping to settle scores.

“Sometimes there’s a political price to pay for that kind of thing,” Womack said.

Womack e-mailed this response to The City Wire after talking to Cargill: "I am fully aware of the personal issues Mr. Cargill faced while serving as Speaker of the House in Oklahoma and his decision to step down as Speaker for the benefit of the Republican Caucus he led. While his issues were critical to his work as a public servant, they were not criminal in nature. He has assured me that these infractions have been corrected and all taxes, penalties, etc. have been paid in full. I also realize that a young politician engaged in the historic change in the political landscape of his home state becomes a huge target for the opposing party. For that, I believe Mr. Cargill has suffered from the 'penalty of leadership'. His work with my campaign is part-time and advisory in nature on matters of campaign organization. My campaign chairperson is Susan Barrett, former CEO of Mercy Hospital in Rogers. I have a terrific group of additional volunteers who form the finance, fund-raising, and outreach programs of my campaign. Bottom line--this race is about Steve Womack--my experience, my record, and my ability to represent the Third District."

Gabe Holmstrom, spokesman for the Democratic Party of Arkansas, had another opinion of the matter.

“When you see who (Womack) chooses, what does this say about his judgment? What does this say when he selects people like this to advise him on matters that are so important?” Holmstrom said. “This is a story that definitely speaks for itself.”

The friends you keep...

We recently had a politician who surrounded himself with people of questionable character only to get elected and find many of his closest confidants were of questionable integrity. His name...Barack Obama. Sounds like Womack is taking a page out of his playbook. What does this mean if he is our congressman? Not good.

No More Crooks in Government

If Womack thinks that the misdirection of funds and abuse of postal privileges are just "personal issues", then he needs to wake up. I think it is crooked! If he can't recognize a crook when he sees one, then he has no business being Mayor of Rogers, much less our Congressman! What's the old saying..."birds of a feather, flock together!"

The citizens of Arkansas have had to watch Obama-Reid-Pelosi and Blanche Lincoln take this country down the wrong direction. We have seen Obama surround himself with shady advisers, appoint TurboTax-cheat Timothy Geithner, and push bills that would raise health care costs and take away from the quality of health care we enjoy today. In the last two weeks, we have seen Womack suggest taking federal dollars and use it towards building millions or even billions of dollars worth of fitness centers. These centers would be paid for by everyone in the 3rd district, yet enjoyed conveniently only by the big city folks. That is a job for private entrepreneurs and city governments, not the federal government. Now today we are seeing he has a staffer who has done all of what's listed in this article. I just can't trust him. There are plenty of other choices for the 3rd district. Say "NO" to Womack!

Womack(Obama) Doesn't Get It

Here's the deal. One, Womack didn't vet this Cargill guy at all without so much as googling his name. Because believe me Mayor if you did you'd see he's ALL over the web, which shows questionable judgment at best. Or two, he did vet this guy and said "who cares if he defrauded donors and used state funds for personal use, it's all good by me." That's plain scary. But when you get cught by the media, why can't you just say "I goofed", instead of the same old spin, "he's a victim of a political witch hunt". I know, I know, it's a vast right wing conspiracy. Dude, please! Oh let me guess who wrote your response to the media.......LANCE CARGILL.

Arrogance Vs. Corruption?

It's hard these days to pick the lessor of the two evils. I'm so fed up with the arrogance of politicians telling us what should be important to us. As if we need their permission or approval. They all seem to actually believe that they know better and that we should all just follow their lead. Well, I think the country has finally had enough of this nonsense, and not just from the liberals. From now on, all politicians better start listening to the voters and Womack better wise up. Campaigning double-talk just ain't gonna fly anymore. These facts about Cargill are extremely unsettling and he's dilusional if he doesn't thinks so. And what can I say about the corruption elements of the story? They really do speak for themselves...don't they? Disgusting!

Judgment - what does this say about Womack?

Womack seems to have surrounded himself with counsel and advisors of people with questionable ethical backgrounds and judgment. This is extremely worrisome and speaks volumes about his ability to make sound decisions.

Can we please talk about real issues?

This is just another lame attempt to change the subject from things that really matter...probably from the Bledsoe camp. Can we talk about the economy please? Healthcare? I know for sure we can talk about some of the other "consultants" working for the other campaigns. None of them have accomplished even a fraction of what Lance did in Oklahoma. He was a leader in the Republican Revolution in his state. The other consultants are leaders of their "sit around and talk about how smart we are" club. Seems to be a desperate shot at the frontrunner.

Real Issue?

Here's a question

Why should Fort Smith area voters support Womack over a local candidate or even Sen. Bledsoe who has at least worked on state-level issues and numerous state committees? Does Womack have any specific knowledge of the needs of this metro area? Plans to address those needs, which are very distinct from those of his backyard of Rogers/Bentonville/Wal-Mart?

I am very disappointed in Womack over the last week. First the federal funds for health clubs, now assembling an Obama like staff full of tax cheats. My vote will now go to either Gunner Delay or Cecil Bledsoe....probably Delay.

This guy thinks we need more

Study Womack before you allow distractions to capture your attn.

I would suggest that many great leaders have not moved from the private business world to the political arena, because so many voters become distracted by opponents throwing mud at each other. Bottom line, what has each candidate accomplished, and how does that line up with what we badly need in Washington ?? 12 years as mayor running a growing city, very much like running a business, with Black ink, not red... and folks its not all about the W- Money ! 30 years military service to our country, retired as a Full Bird Col.. Committed to his church and family,, Guess I am an exception, but he has MY vote ! Dig Deeper, and study all 8 candidates... I did !

Great Attributes but....

what about his arrogance with the state trooper over the speeding ticket? Seems like he has a sense of being above the law, that tells me a lot about his character. Can anyone tell Womack's side of that incident, we all know there are 2 sides to every story.

May want to gas up the Ol Truck and tour around that area a little. Remember the Tunnel allows us to connect with that part of the world. As much as some of you hate it... there are more and more people and workers driving down to Fort Smith/Van Buren to enjoy the great things we offer, from the symphony.. to the rodeo! Likewise those in FSM/VB enjoy going up there to eat at PF Chang's and Chris Ruths, etc etc.. . I know its hard to imagine but.. if both communities stopped fighting each other and tried to grow their economic impact together, I suspect Little Rock would take real notice. Are there not others that read City Wire that see this, or do we allow a few Nay sayers to shoot down some of the great things we have going for our WHOLE community ! If you agree please jump in and let the constant negative Bloggers know you are interested in some of the POSITIVE things happening..!!! Smiles

I concur. It's not supposed to be about homogenity of place, but distinction of place. The pendelum is swinging back in our direction as our community has a level of flexibility and breathe-ablity that can't be found in NWA. Let's hold on to what makes us real. Just lived there for six years. You?

Yes, I've done a few "tours" of the area. The fact remains that PF Chang's, Ruth's Chris, etc. wouldn't be there if it weren't for the "W-Money". That's part of the problem I have with Womack running on his mayoral record: after a couple decades at ground zero of unprecedented economic growth in Arkansas history, near a new airport (XNA), a new college (NWACC) and improved interstate (540), the city of Rogers is still almost completely dependent on Wal-Mart. Meanwhile, the east side of Rogers, the one you don't see while passing through on 540 and Pinnacle Hills, is now almost completely dead commercially and continuing to decline in spite of all the economic growth. So what exactly has Mayor Womack accomplished? What does he know of Fort Smith compared to two candidates with experience in the state legislature? What makes him the superior candidate to represent all of us in the U.S. Congress? Any substantive, topical comments?

The Womack radio ads tout his budgetary accomplishments at home while condemning Federal overspending. If it were not for his taking a piece of the Federal pork he could not claim credit for the "health center" boondoggle which would have taken local money otherwise. So who's he kidding, just himself I guess!

A real conservative would be able to state his or her conservative principals and explain what he or she wants to conserve. Womack could not do any of that. He, instead, gave me an offensive answer and said that he leads by example. What kind of politician takes offense at someone asking about his principals? An arrogant one is what I believe.
